Dr. Herbert S. Winokur, Jr. is Chairman and CEO of Capricorn Holdings, a private equity investment firm, and the Managing General Partner a series of Capricorn Investors partnerships. These limited partnerships invest in, or acquire, companies with needs for financial or operating restructuring. Three portfolio investments involving defense, energy and technology include DynCorp, one of the nation's largest government information technology and technical service contractors; Netco Group, the leading provider of oil and gas separation technologies; and CCC Information Services Group, Inc., the leading provider of software tools to the automobile insurance and collision repair sectors. Mr. Winokur was also formerly Senior Executive Vice President, Member of the Office of the President, and Director of Penn Central Corporation (1983-1987), where he had direct operating responsibility for all (more than forty) business units with revenues of approximately $2.5 billion, including Vitro Corporation and other defense entities. Between 1974-1983, Mr. Winokur held various senior management positions at Pacific Holding Corporation, Victor Palmieri and Company, Pennsylvania Company and the Buckeye Pipe Line Company.
From 1967-70, Dr. Winokur served in the Office of the Secretary of Defense, with staff responsibilities for the design of manpower, aircraft, and financial control systems, reporting to the Assistant Secretaries of Defense (Systems Analysis and Comptroller). He later served as a Consultant to President's Cabinet Task Force on Oil Import Controls, and the Co-founder and Chairman of the Board of ICF, a management consulting firm that specialized in policy planning for senior government and business officials. Mr. Winokur also served as a First Lieutenant in the US Army.
Dr. Winokur holds PH.D. (in Decision and Control Theory), A.M. and A.B. degrees from Harvard University.
